About Us
From top Left, Alena Novitski is Director of River of Joy. She lives in Pasechnoe (Bee Hive) in walking distance of the
River of Joy project site. Her husband Anatoli is Elijah Project Men's Rehab Center Director. The blonde young lady
next to her is Olga Byvaltseva. She is a Multilingual English teacher who interprets for English speaking guests. She
is part time with us on an 'as needed' basis. Center back is David Gerry Hallowell, missionary/founder of River of
Joy and Light of Crimea Foundations. Just to his right is Husen Amatov. Husen is a Crimean Tatar, an old friend of
David's and an early convert to Christ in Crimea. He is a faithful worker in the abandoned baby ward at the local city
hospital. Far right is Dr. Tatiana Nicolaivna Vyaltseva. Dr. Tatiana is a multi-talented believer, a pediatrician, church
administrator and Director of our medical ministry. Besides maintaining an active medical practice, for the past year
she has been very busy helping undocumented homeless people get documented and treated. Left front is Oksana
Loboda. Oksana is a young mother, TV News anchor person and Director of our Laser Team, ministering Jesus'
love to institutionalized children. Her husband is Oleg Loboda, a Christian band leader and first Laser Team
minister. Right front is Katarina Rigotun, Director of Light of Crimea Foundation, which in connection with NIICCA
and Father's House International has distributed hundreds of tons of humanitarian aid to children and needy people
all over Crimea.  Katya is also the bookkeeper for LOC and River of Joy Foundations and for a local church.

James and Sheila Mills are wonderful friends in Ohio who have sent us tons and
tons of aid, including lots of used computers which helped us start an important
job training program for deaf children. They are working on adoption issues and
have experience helping people get a Ukraine adoption started. For adoption info

Telling the whole story of what Tonia has done for us would fill
three or more books. She is a real go-getter. Getting things done fast and well is Tonia's
trademark. Surely her prayers of faith are a strong part of that effectiveness. She is going on
to bigger things but if she should ever want to return we will be more than
happy to welcome her back.
ANATOLI NOVITSKY- REHAB MINISTRY
Once he was freed of his own dependencies Tolik quickly showed the responsibility and leadership
needed for helping other men out of that quagmire.  He was successful in his first rehabilitation center
directorship role in spite of having to do it under financial hardships and unfulfilled promises. God has
called him into leadership of the
ELIJAH PROJECT Men's Rehab Center now forming for River of
Joy-Crimea. Just as soon as we have established faithful financial sponsors for this he will begin.
Tolik is the husband of Alina Novitsky, Director of River of Joy, Crimea.
Crimea and now River of Joy, Crimea as well. NIICCA concentrates on our needs in Crimea like nobody else has done.
Ruth Bell, NI Director, has a new warehouse well organized for sending containers. Two are on their way at this writing!  
She has organized hockey matches to raise money for us, creative charity bicycle events and even a skydiving

THE MARTIN FAMILY - BRINGING FRESH IDEAS AND ENERGY
They are involved otherwise too. We will have more news about that for you soon.
Though only God can see the future, it looks like there is much more to come. Please be
in prayer for this couple as they have taken in a Ukrainian orphan and the enemy seems
to be targeting them. We are thankful for them and will be praying for them. We owe this
website to their largess. Up until they saw the need and showed us how we thought a
website was far away in the future for us. Now we are getting compliments on it. Thank

A helpful start foryour daily time with God
David's number one lady, the biggest key player in our ministry and its biggest supporter
is Ruth Marion Hallowell. 'Mother Ruth' to many, especially David and his three sisters,
Elizabeth, Lydia and Mary, David's Mother is R.M. Hallowell to whom you may send
donations in Lancaster California for the work in Crimea Ukraine. Ruth lead David to the
Lord at age 5, kneeling at the divan in the family living room.  She watched over his early
discipleship and enrolled him in a course of Bible Memory that instilled much Biblical
wisdom in an adventuresome boy. Ruth was a public school teacher teaching grades 1
through 8 in a small country school, then in bigger schools, teaching reading to children
other teachers simply could not teach. She started a children's Bible study that later grew
into a church in the mountains of California. She eventually was ordained in Fort  Worth
Texas. She is past president of North Central Texas regional Women's Aglow . She is
back in California with her great grandchildren, 85 years old, still drives a car, labors in
intercessory prayer and teaches as often as she can. Now she has been to Crimea.
